This filter will release fine black particles on first use. This is normal, it is internal carbon particles. A good amount of water is required to wash these out, and once the filter is clean there will be no more carbon particles released.
Pentek CBC10 filters say "Not for sale in California" on the label because state of California requires all filters to be submitted to their testing process. Because this is extensive and expensive process, which sometimes is less strict than NSF testing Pentair chose not to submit this product to California for testing to keep the cost of the product low.
